The Keymaker is controlled by the Merovingian who is the archetype for the political power structure and wealth.

In Greek mythology, Hades is considered the god of wealth because the crops come from below, when, in truth it is Persephone that causes them to grow. In the Matrix, Persephone has access to the Keymaker.

The keys he makes give access to… everything.
